Sex offenders are routinely recycled when they commit offenses against kids, because parents (or teens) avoid reporting their behavior to law enforcement in order to protect the victim. The effect is to move a predator on to assault other victims. If parents consult with mandated reporters (licensed professionals like teachers, nurses, dentists who are required to file a report if a child is at risk) when they are concerned about a youngster's safety, this will reduce the latitude that criminals have in targeting kids.
